Towards the end someone does "help" and they are so (un)heavily armed there that it looks like he is attacking the perp with some sort of toy paddle or something.

I agree with your statement and sentiment, but in those people's defense the innocent bystanders are now all pretty much afraid to render aid for fear of the police and justice system taking THEM down and charging them with racism etc etc

That whole fucking island complex is beyond fucked in the head from a government and policing standpoint.

that's what happens in China, the CCP has everything so upside down and everyone so paranoid, no one will help for fear they get in trouble. They have spit fights instead of actual fights because of the way the CCP handles disputes (the China Show has many videos showing 2 people with their hands behind their backs spitting in each others faces)
