Passing this doesnt 100% for sure mean the Dems are fucked, but it would definitely make it extremely difficult to do what they have done in recent elections to cheat.

There's also a couple different levels of this. It used to be "filibuster" meant one person could get up there and talk for hours and hours and hours, now they have this other bullshit version of it where one side basically just can do nothing and "filibuster" something. I think that's what they have been referring to as the "zombie filibuster" although I may have it confused.I don't think so. It's a Senate rule that's separate and distinct. The Senate can nuke it for this one bill like the Dems did for Obama Care.
