Passing this doesnt 100% for sure mean the Dems are fucked, but it would definitely make it extremely difficult to do what they have done in recent elections to cheat.

I am extremely curious as to why is it ALWAYS democrats doing shit to stop Republican priorities, even when R's are in power.

I think you're looking at it wrong. Even if someone supports the SAVE Act, that doesn't mean they support nuking the filibuster.
