It was a bad tactical situation and it simply could have been handled differently. Most everyone in LE has been in that situation and the ICE agent putting himself in front of the car is just not smart. Shooting in the driver's side window is even dumber. But I get it...he got caught up in the moment. These guys are under a lot of stress.
