Mike Fisher says Garrett personally told him "change there is defintiely on th table", referring to his job as playcaller.
You're being too optimistic about it. Garrett is doing everything he can to get those around him fired so he can point to all the change that is made and.....
1. Claim that the changes they have made are so good by themselves that they should get the job done.
2. Claim that too much change (as in his OC duties) would be too much and could derail the whole plan. Might as well keep something consistent.
But here's the real reason why Garrett will be the play caller next year.
So long as Jerry has two direct subordinates who are the play callers, regardless of their other job titles, it makes Jerry feel like the head coach.

If Jerry allows an OC to come in, it puts a hierarchical disconnect between him and the OC, and for that matter him and the DC because Wade/Jason/Rob have pretty much all been viewed as equals in that each was given a side of ball that other knew nothing about so each man had his own autonomy to a certain extent. The way he's been running it, he's basically got two head coaches but only one has the title.
So in his fucked up world, so long as two guys are immediately subordinate and they call plays, he's fucking coach. That's why Jason keeps his OC duties. Because it would make Jerry feel as though he is no longer the coach of the team because the person immediately superior to the coordinators would be Jason the HC only and not Jerry.
