Normally I would say 28 won't do it, and SF better rack up at least 10 more. Might even turn out to be true.

90 percent of the offense's problems today are from just plain ole rust. Most all of the bad stuff we are seeing is stuff you use preseason games, to fix. You simply HAVE to play your starting QB in preseason more than just the 50 snaps Romo had.
