It's not maybe. Video storage is baby stuff. Has been for decades. Look at sites like YouTube - massive video storage and playback for decades without data centers. Billions of cameras feeding that weekly vs. thousands of Flock cameras. Hundreds of such sites same stuff. The Ring doorbell network, every cell provider network, all without data centers. Flock can't hold a candle to what we're already doing for the last 20 years.Maybe.
But I am somewhat skeptical.
If you want something conspiratorial - mankind's technological curve was always a steady, slowly increasing curve on a graph, for millions of years. It bumped up a little with the mastery of fire, the invention of the wheel, use of weapons for hunting, etc.
It wasn't until 1947 with the "invention" of the transistor, and the curve turns sharply upward and continues upward.

Today we measure computing power based on how many transistors we can put on a one-inch square silicon chip. It's around 150 billion today - but 3D stacking techniques now being developed can take that number into the trillions!

But it is also true that the vast majority of data centers are just data repositories with low end computing needs. The power gluttons are few comparatively.
