Apparently Starr told him they could run a play called the "Wedge" under Pugh who carried a high stance.

The wedge play is what they had tried and failed with twice before. Starr then told Vince he could just lunge himself, into the end zone, off the wedge play. Vince then ok'd that. Vince and Starr are the only ones who knew Starr was going to sneak it.
