I get it, and it somewhat drives me crazy too but this isn't just a Cowboy or Garrett thing, it the way the league is now. Almost every team throws on 3rd and more than a yard.

It's up to the player to decide if he wants to go. It's not like being claimed on waivers. I don't think PS salaries are negotiated, they're set I believe. Laufenberg claimed a lot of teams wanted to sign him to their active roster and wanted to stay.
