No. Gil and Tex made those decisions. Tom had minimal input and no executive powers in personnel. He was the chef who didn't get to select any of the ingredients.

It was just a fluke deal. The ball crossed the LoS making it simply a punt regardless of our touching it behind the line. Then we touched it again making it a live ball. They recovered it. The partial block wasn't even relevant once the ball proceeded beyond the LoS.
