    That NK has or is close to an H-bomb? That's orders of magnitude more difficult than a fission bomb, which pretty much anyone can make... As I'm sure you know. But a fission bomb can't be made powerful enough a cause a widespread EMP. I guess if they stole one somehow or someone gave them...
