What sucks is the people on that boat were probably desperate, poor, ignorant and/or all of the above that serve as cannon fodder for both sides while the real crooks run the country or are safely ensconced in mansions with armed security somewhere in Venezuela. Escobar used the desperate to do all his dirty work, I suspect its the same in this case

But they're well paid and probably get to keep the cool boat.

Reports from Pablo Escobar's era suggest he paid his sicarios, or hitmen, between $100 and $3,000 to murder Colombian police officers. While this sounds like a low price, it was a massive sum for the young men from the impoverished slums of Medellín from which he recruited.

LINK:

Violence was a masterful substitution for the merger and acquisition tactics of legitimate businesses. Anyone who crossed Escobar, even fellow cartel members, was killed by his legion of sicarios, hired guns as young as 14, plucked straight from the hellish ghettos of Medellín. He paid them $100 to $3,000 to kill Colombian cops—a huge amount of money in a city where kids from the slums had few options.

Venezuelas currency has crashed and people are desperate, what seems like nothing to us is huge for poor uneducated and desperate folks, much like the sicarios in Columbia. This in no way excuses their actions and I'm sure their aware of what the US is doing and choose to take tat risk but it doesnt take out the real problem either
