I am not sure what he means by this. The census is required to count every person living in the US. What we want to change is to stop using illegal aliens to apportion representatives and electoral votes. Trump should get this passed into law now because he tried to get a count of non-citizens in the last census and the courts show him down because he waited until the last minute. But even if he does take this new census it cannot be used for anything really. Again the constitution and the laws specify that the official census must be used. There is no law or precedent that allows him to use some ad hoc census.
