You're looking at the "what" and I'm looking at the "how".

Romo didn't play we'll but that's because of real limitations and not some choking label you're trying to give him. Don't get hung up on labels.

Look at what he is and what he does.
He can't see over a line so he won't hit many crossing routes(Ogletree).
His team struggles to score so he has to take 1 on 1 shots(miles). And under throws it.
