well I think I read somewhere that was the average in FL but those numbers are tough. CA is a welfare state and has the highest payouts but still we're talking meager sums of money.

And so if it saves the state no money, rather costs it an exorbitant amount, what is the benefit of programs like these again? Are they turning the 2 out of 100 junkies into fine upstanding members of society? Slowing the drug trade? Or are they just an annoyance for 98% of welfare recipients...

lets drug test everyone, all the time. Like before you use any part of the govt. infrastructure or send a letter you have to pee in a cup first and wait a few weeks for the results. You pay for it up front then if you pass the test the government will reimburse you.
