    The U.S. Raises its debt ceiling all the time. That may or may not be a bad thing. If it's a bad thing, I'm asking why. But tax revenues are at all time lows. That's the single biggest reason there are high deficits.

    Not good, yeah. But considering the guy has literally only played the position for a year, his play was .... interesting. I think he has the body and physical talent for the position. He's just so far behind in development that's it's a question of whether it's even worth it.

    They did exactly that. And they put a large portion into 2011 in case it was an uncapped year as well. Since it's not, they waive the magic contract amendment wand and voila, more cap room.
