    Statutory rape laws vary from state to state. I have no idea what they are in Florida. But sex isn't necessarily limited to male penetration.

    Depends on the flat tax. There are multiple kinds. For a tax to be considered flat, it need only have a flat marginal rate. A marginal flat tax allows for deductions and/or exemptions based on, say, income level.
