My take: In Iraq, the Sunni/Shia percentages were around 50/50 when Iraq's borders were drawn up whole cloth by the good ol' UK after WWI. It took a Dictator (Hussein) to keep a lid on Sunni/Shia Islamic sectarian violence in Iraq, and that was done oppressively. But Iran (Persia) has never had such percentages. Iran is mostly Shia. So the Islamic sectarianism that ripped apart Iraq is simply not there in Iran.
