The NFL will allow teams to trade compensatory draft picks starting in 206 according to Adam Schefter of ESPN.

Began in 1996, compensatory picks are intended to "compensate" teams for free-agent losses but those picks were frozen at the end of each round of the draft. No general manager in the NFL has been more successful with compensatory draft picks than Ozzie Newsome of the Baltimore Ravens. The Ravens rarely spend big bucks in the free agent pool, preferring to develop players that other teams later want to sign. They will likely once again reap a bounty of compensatory picks in 2016 after linebacker Pernell McPhee and wide receiver Torrey Smith signed big free agent deals with the Chicago Bears and the San Francisco 49ers respectively last offseason. With the ability to now package those picks, smart GMs like Newsome will have even more leverage and flexibility in the draft.
