Penalties increase for Cowboys' offense

The surge of penalties on the Cowboys' offense continued in the first quarter.
Tackle Doug Free was called for holding, which Houston declined, and guard Montrae Holland had two false starts on the same series. Lead official Walt Anderson got the number wrong when he said the second false start was on center Andre Gurode.
That gave the Cowboys' offense 11 penalties in a span of 10 quarters. They had only one penalty in the opening exhibition game.
